Do Iqama holders need a visa?

Saudi residence does not automatically mean visa-free UAE entry

Saudi passport holders are GCC citizens and can enter the UAE without arranging a tourist visa in advance. Most expatriates living in Saudi Arabia must obtain an appropriate UAE entry permit or tourist visa before travelling.

Your passport nationality, Iqama validity, profession and immigration history may all be reviewed.

GCC RESIDENT

GCC Resident Entry Permit

Dubai’s official GCC-resident service grants eligible foreign residents of GCC countries a visit of up to 30 days, extendable once.

Passport validity, residence details and profession are reviewed by the issuing authority.

TOURIST VISA

Standard UAE Tourist Visa

A licensed UAE tourism establishment can sponsor a single-entry tourist visa for a 30- or 60-day stay.

This route may suit applicants who do not qualify under the GCC-resident permit conditions.

In Saudi Arabia without a standard work Iqama?

Dubai visa for Umrah visitors, Saudi visit visa holders and other residents (iqama holders)

You may still request a Dubai tourist or transit visa while you are legally in Saudi Arabia—even if you entered for Umrah, tourism, a family visit, business or a short stopover. Your UAE route is assessed mainly from your passport nationality, current Saudi status and travel plan.

Important: A Saudi visit, Umrah, tourist or stopover visa is temporary permission to visit Saudi Arabia. It is not a Saudi residence permit and does not make the holder eligible for Dubai’s GCC-resident entry permit. A temporary visitor normally needs the standard UAE tourist or transit route if their passport requires advance approval.

Iqama or work residence

A valid Saudi Iqama or acceptable electronic residence extract may support the GCC-resident route, subject to passport validity, profession and immigration evaluation.

OTHER RESIDENCE

Family, dependant or other Saudi residence

Holders of valid dependant, family or other Saudi residence status should submit their current residence proof. The authority decides whether the GCC-resident route is available; a tourist visa may be the alternative.

TEMPORARY VISITOR

Umrah or Saudi tourist visa

Travellers visiting Saudi Arabia for Umrah or tourism can request a separate UAE tourist or transit visa before travelling to Dubai, subject to nationality and service availability.

TEMPORARY VISITOR

Family, personal or business visit

Saudi family, personal, business and stopover visa holders are not GCC residents. If a UAE visa is required, they should use an eligible standard tourist or transit application.

If you plan to return to Saudi Arabia after Dubai, confirm that your Saudi visa or residence status remains valid and permits another entry. Do not assume that every visit or Umrah visa can be reused after departure.

If Dubai is your next destination after completing Umrah and you will not return to Saudi Arabia, keep a confirmed onward itinerary and leave before your permitted Saudi stay expires. Review your exact visa conditions through the official Visit Saudi visa terms.

Dubai visa for Saudi Iqama holders FAQs

Does a Saudi Iqama allow visa-free entry to Dubai?

No. A Saudi Iqama is a residence permit, not a Saudi passport. Most expatriate residents must obtain an eligible UAE entry permit or tourist visa before travel.

How long can a GCC resident stay in Dubai?

Dubai’s GCC-resident entry permit allows an eligible visitor to stay for up to 30 days and may be extended once. A standard tourist visa can provide a 30- or 60-day stay, depending on the visa issued.

Does my Iqama profession matter?

It may. GDRFA states that the profession must be on the approved list for the GCC-resident entry permit and remains subject to the authority’s evaluation. A different tourist visa route may be considered when appropriate.

Can I enter the UAE by road from Saudi Arabia?

Yes, but you must have the correct UAE entry permission before reaching the border. Carry your passport, Saudi Iqama and approved visa.

Is approval guaranteed?

No. Visa approval is always decided by the UAE immigration authority. Correct, clear documents improve the application quality but cannot guarantee approval.

How will I receive the visa?

Can I apply for a Dubai visa while visiting Saudi Arabia for Umrah?

You may request a standard UAE tourist or transit visa while legally visiting Saudi Arabia, subject to your passport nationality and application eligibility. An Umrah or Saudi visit visa does not qualify as GCC residence, so it cannot be used in place of an Iqama for the GCC-resident entry permit.

Can other Saudi residence visa holders apply?

Yes, holders of valid family, dependant or other Saudi residence status can submit their residence evidence for review. The issuing authority decides whether the GCC-resident route applies. If it does not, an eligible standard UAE tourist visa may be considered.

Can I return to Saudi Arabia after visiting Dubai?

Only if your Saudi visa or residence status remains valid and allows another entry. Check the exact number of entries and validity dates before leaving Saudi Arabia. A UAE visa does not provide permission to re-enter Saudi Arabia.
